In the verse, God gives instructions on becoming a Buddha, and the action to take when meeting a wicked person on the road. The Holy Teaching says that hurting another is the cause of being reborn upon the earth. In the literature, you can read about a place called hell, but that place is here, upon the earth. You can also read about a place called heaven. That place is somewhere other than here, but if you kill another person, you will most likely not taste the delights of paradise, but be reborn here, to suffer.

Here is a verse from the Veda about the Path to Living Free of Suffering.

Call on a wicked person to speak about the desire to injure,

And the cause to be born of the womb,

And dwelling away from to move tortuously.

To be free to turn around,

And with giving,

To come into a state of enjoyment for leading.
